Aged Care Reforms Updates April 2025

With the ongoing Aged Care Reforms, specifically in relation to Support at Home and CHSP DEX reporting changes, we have an update of our progress to date.

In December 2024 we engaged with a subset of our existing Aged Care providers to review our understanding of the proposed changes and how this may relate to the Nightingale software to support our customers.

With the additional information provided by the Government we held a further session in March 2025 with all our existing Aged Care providers. These sessions were integral in helping ensure our approach aligns with our customers’ understanding of needs.

We are also attending the Government Tech Talks and are part of the DOHAC – Digital Transformation Sector Partners fortnightly sessions.

Support at Home

The new Support at Home program will replace the Home Care Packages Program and Short-Term Restorative Care Programme from 1 July 2025. We have identified the following work packages to be developed with the Nightingale Software and have commenced the technical design and development work. As a brief overview:

  • Participant Budgets – configuration to manage the various parts of the Support at Home budget. This includes the quarterly budget, other program budgets, HCP unspent funds and others. We have already done significant work designing and developing this area for Support at Home participants to be allocated funding and Support at Home service types.
  • Participant Contributions – configuration of participant contributions and the ability to invoice for participant contributions.
  • Care Management – configuration of the Care Management fees and the ability to record care management activities and utilise those fees.
  • Participant Monthly Statements – setup to allow tracking the participant contributions and invoicing participants for those.
  • Participant Onboarding – building a process to allow converting existing HCP clients to Support at Home clients and onboarding new Support at Home clients.

CHSP DEX Reporting Changes

From 1st July 2025, DEX reporting requirements are changing to ensure services align to the proposed CHSP service list and improve visibility of services being accessed by clients. We are currently in the process of scoping out the changes required for the following key aspects based on the Proposed CHSP DEX Changes outlined by the Government:

  • Remapping current service types to new CHSP Service Types, and adding Service level
  • Adding extra reporting fields as required in the DEX Report

Next steps

We have a large amount of development and engagement activities underway in the lead up to the transition date:

  • Continue with the technical design and development of the required areas within Nightingale Software
  • Arranging for selected customers to be involved in beta testing prior to releasing out to the entire customer base. The beta testing is anticipated to commence in May.
  • Increased communication with regular weekly updates, scheduled online information sessions (with the next scheduled for 30th April), and closer to the transition date a demonstration of the changes within Nightingale Software.

We understand this is a large change within the sector and are working diligently to provide the appropriate solution.

What we do anticipate is post July 2025, both within the sector and government as much as operators grasping new processes and business practices, will come more insights on where technology like ours can help support more effective and efficient service delivery.

On that basis, we certainly expect – and will seek out – feedback on our first iteration of Support at Home capability, so that we can be more certain on what we fully expect is a second release of capability post July.
